-If God sets up the humblest of men as it says in Daniel 4:17, why do we have Mussolini styled, ego filled, arrogant and tyrannical leaders?

Daniel 4:17 does not mean that is all whom God sets up. One example is the Pharaoh of the Exodus.
   And why is it not all God has set up?
   The plan of the Infinite One is for there to be both good and evil until the purpose for this is finished. So sometimes as also in the case of Nebuchadnezzar, one is placed by the true God to be over others for reasons we can see in the life of Nebuchadnezzar.

-Should we forgive another's financial debt to us?

The ancient Mosaic Law encouraged the practice of lending.(Psalms 37:26; Matthew 5:42).but it was forgiving and forbade the exaction of interest except from foreigners:.Deuteronomy 15:1-6.

Usury was strongly condemned:.Proverbs 28:8; Ezekiel 18:8,13,17; 22:12; Psalms 15:5.
   On the Sabbatical year.(every seventh year).all pecuniary obligations were canceled:.Deuteronomy 15:1-11

These regulations prevented the accumulation of debt and relieved the heart of the borrower of obligations that may have become burdensome. See, back then, people looked for ways to uphold their honor, not ways to take advantage of others or any system of help.

People then looked for ways to pay, not ways to avoid payment of obligations; but things do happen and if the borrower got into worse disadvantage, the system back then was way more merciful than what we have today and forgave a person of any and all debt every seven years. And the Creator blessed the loaner.

The wheels of the Gods grind slowly, but they grind exceedingly fine. It may be years or decades later that the severity occurs in ways that the unforgiving loaner may never have imagined would crop up in his unmerciful earlier years.

Interest is something higher consciousness people would never put on another or others in any agreement, because they have learned what life should be for all humanity. But the satanists, which are most politicians and most corporate people, know nothing of this aspect of love, nor do they want to know or they would know.
