The older Communicator (version 4.78 and earlier) from Netscape has a feature with it called Composer for fast and easy web page creation. Creates pages using Windows 98, 2000, XP, Vista, Win 7. Will not create on Windows 8, 8:1 & 10. To create pages on these newer operating systems, try the CoffeeCup Html Editor or, if you know how or want to learn, type 'hard coding html' into a search engine. In doing hard coding, you can simply use a basic text editor like Notepad. Open it in your browser to see how it appears as you add or remove code.

There are a few other free HTML editors available, one of the better ones being Microsoft's WebExpression4, but most are lame and will not do well what the older 4.7 series from Netscape will.

There are also many HTML editors that you can only use when online. Ideally, it's better for many reasons, to have one where you can do your work on your own computer offline, only going online when you need to.
